Course Description:
This course will cover OSHA’s Confined Space Construction Rule, 29 CFR 1926 Subpart AA. This training will be primarily directed at the Public Works Industry. The 1-day course meets OSHA training requirements for entrants, attendants, entry supervisors, and competent person training. Course covers all parts of the OSHA standard as well as a hands-on practical exercise for a non-entry rescue into a confined space.
Topics covered are: case studies of fatalities, OSHA rules, evaluation, options for entry, hazards, training requirements, instrumentation, ventilation, entry permits, confined space program elements, competent person responsibilities, and options for rescue.
Course Instructor:
William Frost has been with Frost Training & Consulting LLC since 2008, working primarily with Public Works Departments and Municipalities all over the state of South Carolina, as well as the South Carolina Department of Transportation. He provides on-site classroom instruction of applicable state and federal safety regulations to employees, on-site evaluations/inspections, written program development, and other safety consultation services. William has taught for Clemson University’s Transportation, Technology and Transfer Service since 2012. William is a licensed SC DHEC Asbestos Instructor, as well as a Georgia Tech Authorized Outreach Trainer for General Industry and Construction. He is a certified National Safety Council Flagger Instructor, has a partnership with the Municipal Association of South Carolina, and serves on the Water Environment Association of South Carolina’s safety committee.
Schedule:
Class registration is from 8:00-8:30. The class will begin at 8:30. Lunch will be provided. We should adjourn around 4:00pm.
Who Should Attend:
Anyone who works in or around Confined Spaces or Permit-Required Confined Spaces should attend, along with those with job responsibilities revolving around safety management or if you are curious and want to learn more about Confined Spaces. All employees who enter manholes, sewage lift stations, wet wells, septic tanks, meter pits, vaults, storm drains, or tanks are required to have this training.
Course Fee:
The registration fee for the workshop is $180.00 per person. All South Carolina city, county, or state employees receive a LTAP scholarship registration fee of $90.00. The fee includes course materials, break refreshments, and the noon luncheon.
This course has a maximum of 25 students, and will be capped at this number. Advanced registration is encouraged so that an accurate estimate of the number of workshop participants can be obtained. Workshops with low advanced registration will be subject to cancellation.
Payment Policy:
Payment must be received no later than 5 business days prior to the workshop. If your registration payment is not received by then, you will not be guaranteed your slot in the class.

Cancellation Policy:
If you cancel your registration more than 72 hours before a class, your registration fee will be refunded, less a $35 processing fee. If you do not cancel before the 72 hour deadline your registration fee will not be refunded. You may send a substitute in your place, provided that you inform us of the substitute’s name no later than 24 hours before the training. No-shows will not have their registration fee refunded.

UPDATED 2/15/23 – The Transportation Technology Transfer Service now accepts Electronic Check (ACH) payments in addition to credit card payments. While credit card payments are still the preferred payment method, you now have the Electronic Check (ACH) option. Your payment must be received within 5 business days of your registration.
