Course Description:
This course is accredited by the Department of Labor, and provides basic training to protect workers against common workplace hazards. The course lasts 10 effective hours (12.5 hours total), and is spread over 2 days. DOL accreditation cards will be provided to participants. This course is co-sponsored by ARTBA.
Course Instructor:
The course is being taught by Emmett Russell, who is a consultant for the American Road and Transportation Builders Association (ARTBA). Mr. Russell is a 40-year veteran of the construction industry and member of the International Union of Operating Engineers. In the field he has served as a heavy equipment apprentice, mechanic, welder and operator, then lead tunnel mechanic and finally master mechanic. Since 1981, Mr. Russell has worked for the International Union of Operating Engineers in various staff capacities; in 2002 he was appointed director of the IUOE Health & Safety Department, the position he held until his retirement in January of 2012. His duties included a broad spectrum of safety and health subjects, including regulatory affairs, legislation, training and consultation services to over one hundred IUOE Local unions. He also served on numerous government/construction industry committees. He is currently providing consulting services to ARTBA.
Schedule:
Class registration is from 8:00-8:30am on the first day of class. The course will begin at 8:30. Lunch will be provided. We should adjourn around 4:30pm.
Class will begin at 8:00am on the second day. The course will end at noon; lunch will not be provided this day.

We will also try to cover the hazards road construction workers face every day on their jobs.
The training is an open forum where participants can ask questions on job safety.
Who Should Attend:
Anyone working in/on or around road/highway/street/bridge construction: DOT, construction workers (which would include Owners, Managers, Safety professionals, supervisors, workers in all trades) public works, inspectors, engineers.
Course Fee:
The registration fee for the workshop is $90.00 per person. All South Carolina city, county, or state employees receive a LTAP scholarship registration fee of $45.00. The fee includes course materials, break refreshments, and the noon luncheon.
Cancellation Policy:
If you cancel your registration more than 72 hours before a class, your registration fee will be refunded, less a $35 processing fee. If you do not cancel before the 72 hour deadline your registration fee will not be refunded. You may send a substitute in your place, provided that you inform us of the substitute’s name no later than 24 hours before the training. No-shows will not have their registration fee refunded.
UPDATED 2/15/23 – The Transportation Technology Transfer Service now accepts Electronic Check (ACH) payments in addition to credit card payments. While credit card payments are still the preferred payment method, you now have the Electronic Check (ACH) option. Your payment must be received within 5 business days of your registration. If your registration payment is not received by then, you will not be guaranteed registration for the conference.
